Herewith the Scarborough Report. I gather there are only six copies (until it is printed) so I shall be grateful if you could let me have this one back fairly soon.
The only recommendation, I think, which affecte the proposals for Hong Kong University is that referred to generally in paragraph 53 and specifically as regards the Far East in sub-section (7)(111) of 115, end in more detail in paragraphs 26-28 of Section C of Appendix I. From these references you will see that it is proposed that an Snglish-Speaking Research Institute should be established in Peking financed through non-Governmenta agencies and controlled by a board of trustees representing academic bodies in Great Britain, the Dominione, America and China Such an Institution would have parallel aims with those which we have considered for Hong Kong and would overlap with Hong Kong University. It seems improbable that the Treasury would be grepared to give financial support to both bodies.
Our Colonial Office line as it was discussed et a meeting which I attended to-day is that we propose to tell the Foreign Office that we welcome the proposal to establish centres abroad but think that such centres should be linked with existing universities. At the same time the gutton of the particular centre in Peking in connection with Hong Kong University will be emphasized.
